Open call for the provision of Consultancy Services on External Evaluation
“Coalition to Stop Violence against Women” non-governmental organization announces the call for proposals for the consultancy services on conducting the final project evaluation of the project “Transforming the domestic violence agenda in Armenia”, funded by UN Trust Fund.
Brief project description:
Project name: “Transforming the domestic violence agenda in Armenia”
Project duration: 3 years (August 1, 2022 – July 31, 2025)
Project budget: $500,000
The project aimed to support and protect 60,800 women and girls across all regions of Armenia, including a significant proportion from marginalized groups, against GBV through the development of a well-functioning multi-sectoral response system.
The project specifically addresses DV in its various forms, including physical, psychological/emotional, sexual, and economic violence, primarily within intimate partner relationships. It also addresses sexual assault, with activities targeting the improved handling of such cases by law enforcement, judiciary, and service providers. Additionally, the project focuses on violence against marginalized women, including women living with HIV, women who use drugs, women with disabilities, and LBTQ+ women, acknowledging their increased vulnerability and barriers to accessing protection. Through court monitoring, training, and awareness campaigns, the project also confronts systemic failures in the institutional response to DV and seeks to transform attitudes and behaviors that normalize or excuse violence in the family and broader community.
The project expected the following outcomes:
Outcome 1: Comprehensive intersectional GBV services and resources are available for women and girls across Armenia, including those from marginalized groups.
Outcome 2: Primary prevention of GBV is strengthened through standardization of approaches, accountability efforts, and multi-stakeholder and multi-sectoral mechanisms.
Outcome 3: Women’s access to information on GBV and available protection services is enhanced.
It covered geographical areas were all regions of Armenia (Yerevan, Armavir, Aragatsotn, Ararat, Kotayk, Lori, Shirak, Syunik, Gegharkunik, Tavush, Vayots Dzor)
The project is implemented by the Coalition to Stop Violence against Women in cooperation with its 9 member organizations.
The purpose of the external evaluation:
This is a mandatory final project evaluation required by the UN Trust Fund to End Violence against Women. The evaluation will allow us to assess to what extent the Coalition project helped meet the outcomes listed above.
The Coalition will use the evaluations as a baseline for ongoing programming efforts related to their capacity building prevention efforts. It will be shared with partner organizations including all regional domestic violence support centers and key decision-makers in an effort to build off of lessons learned and best practices.
Scope of evaluation:
Timeframe: The evaluation needs to cover the entire project duration from August 1, 2022, to July 31, 2025, evaluating the progress and outcomes achieved during this period.
Geographical Coverage: The evaluation will assess program activities across all 11 regions of Armenia where program activities have taken place. Whilst the desk review is expected to cover all regions, field/site visits are expected to at least three regions to provide a comprehensive understanding of the project’s reach and impact.
Target groups to be covered: The evaluation will focus on both primary and secondary beneficiaries, along with other relevant broader stakeholders. Primary beneficiaries include survivors of gender-based violence, while secondary beneficiaries include service providers, local authorities, and community leaders.
Objectives of the evaluation:
- To evaluate the entire project (August 1, 2022 – July 30, 2025), against the effectiveness, relevance, efficiency, sustainability, knowledge generation and impact criteria, as well as the cross-cutting gender equality and human rights criteria (defined below);
- To identify key lessons and promising or emerging good practices in the field of GBV, for learning purposes;
- To offer recommendations for ongoing sustainability of program efforts.
Proposed evaluation design and methodology:
The evaluation should utilize a mixed-methods approach to assess the effectiveness and impact of the project aimed at preventing and addressing GBV in Armenia. The design will combine quantitative and qualitative data collection methods to provide a comprehensive understanding of the project’s outcomes and impacts. The evaluation design will be left to the discretion of the evaluator.
Data sources should include project documents, reports, and data collected by the Coalition and other relevant stakeholders. We propose collecting insights through surveys, in-depth interviews, focus group discussions, desk review and literature review. Data analysis will involve both descriptive statistics for quantitative data and thematic analysis for qualitative data. While the above mentioned should be used as a guide, the data collection methods and analysis will be left to the discretion of the evaluator.
Requirements for the Consultancy Services on External Evaluation:

- Evaluation Inception Report: By 31 May 2025
- Draft Evaluation Report: By 30 September 2025
- Validation meeting: By 30 September 2025
- Final Evaluation Report: By 31 October 2025
- Impact Summary Report: By 31 October 2025
Required Qualifications:
- At least 3–5 years of experience in program evaluation, research, or monitoring in the fields of gender equality, social development, or public health
- Familiarity with GBV-related programs and knowledge of ethical considerations when working with survivors
- Experience with qualitative research tools (e.g., interviews, FGDs) and basic quantitative analysis
- Excellent communication skills and fluency in Armenian and English
- Experience working in rural areas or with marginalized groups in Armenia is an asset

- Curriculum Vitae: The CVs of all team members involved in the evaluation, highlighting relevant experience and qualifications.
- Two Samples of Previous Work: Provide two examples of similar evaluations or projects previously completed by the evaluator, showcasing relevant skills and expertise.
